# Who can move money: and how many must sign

One map of everyone who can move money and what holds each of them. On a Safe, Orla only proposes.

## How it works

- **Bands with named signers.** Rules run top to bottom, each with its amount band, its accounts and the people who may sign it. Nobody signs a payment they proposed.
- **A Safe keeps its threshold.** Orla reads the owners and the threshold from the chain and proposes approved payments to the Safe. A run of payouts becomes one proposal the owners sign once in Safe{Wallet}.
- **An allowance counts every door.** A person's monthly allowance adds up payments, bills marked paid and deposits, from the chat and from agents too. Past it, the next payment waits for a signature.
- **Signed around Orla, still seen.** A transfer the owners sign straight in the Safe, with no approval behind it, lands in the book marked, and the owners hear once. Nothing is reversed.

## Questions

**Can Orla move money from our Safe on its own?** No. Orla can only propose, and only after an owner registers it as a delegate with a signature. The owners sign and execute in Safe{Wallet}.

**What can our auditor read?** On Scale and up, the map of who can move money and a monthly oversight report, frozen the day after the month ends. It lists every payment that left with fewer signatures than its rule asked, so nobody reads the whole log.
